But really, if I were to deconstruct either side's reasons and intentions to one single word, it would be racism. And, in terms of what is legal and what is not, he is technically a war criminal. I suppose that being on the 'winning' side has redeemed him to the point where we view his beliefs and actions with distaste only in retrospect.
This is a bad guess but I'll give it a go. Is he Valerian A. Zorin the Head of the Soviet delegation to the United Nations?

Although I don't personally think anyone comes out of a war as a 'winner'.
